The Day Might Come When Chinese Missiles Strike American Warships. The U.S. Navy Isn’t Ready


The U.S. Navy isn’t ready to repair ships that suffer damage in battle. The fleet lacks the parts, processes, plans and—perhaps most critically—the shipyard capacity to fix ships fast and send them back into battle.



That’s the foreboding conclusion of a new report from the U.S. Government Accountability Office. To begin righting the ship, so to speak, the Navy should stand up a new command whose sole purpose is to repair battle-damaged vessels, the GAO recommended.



Fleet leaders told the GAO they “partially concur” with the office’s finding.



The Navy’s repair problem has been long in the making. “The Navy has not needed to triage and repair multiple battle-damaged ships in quick succession since World War II,” the GAO explained.

Moreover, the Navy at present mostly relies on private contractors to fix damaged ships. As a result, sailors have little incentive to learn critical repair skills. “For example, Navy officials noted that training for sailors often focuses on the replacement of damaged parts, rather than repairing those parts. While replacement may be an appropriate solution in an environment where parts are readily available, Navy officials raised concerns that it might be problematic in a contested environment with vulnerable supply lines.”



The fleet to a great extent also counts on contractors to tow damaged ships. That’s not a problem in peacetime. But in wartime, civilian tugboat crews might be reluctant to sail into an active battle zone.

Gen. Charles Flynn took command of U.S. Army Pacific on Friday, vowing to continue transforming the 90,000-soldier force into one that can meet the challenge of a rising China.



“Today, as China trends on an increasingly concerning path, presenting challenge to the free and open Pacific, the Army is charged to change once more,” Flynn said during a livestreamed ceremony at Fort Shafter. Media were not allowed to attend the event.

Perhaps the rise of the lab leak theory and subtle and more private diplomacy will cause China to change its ways. But there are plenty of reasons to be skeptical of that. And given the premium the Biden administration has now placed on getting to the truth, its ability to do so — including using the levers required, both private and public — is a big early test.

Yet they hesitate to say so publicly, no doubt aware of what happened last spring when the Australian government urged an independent inquiry into covid-19’s origins: Beijing instantly retaliated with punitive trade sanctions. Xi seems to be reviving the tradition of Chinese emperors who ended their instructions to officials, “Tremble and obey.”


China already knows it can go largely unpunished for its push into the South China Sea, for its outrages against the Uyghurs in Xinjiang, for throttling democracy in Hong Kong, for intellectual property theft that costs foreign states hundreds of billions of dollars annually. If the CCP similarly escapes consequences for playing the central role in a cataclysm that strikes innocents in homes across the world, it will grow ever bolder, seeing few lines it dare not cross.

Would such measures be fair? In the United States, we punish destruction of evidence and consider cover-ups as indicating culpability. We hold inherently dangerous activities to strict liability. China is already clearly guilty on these counts.



The CCP would surely retaliate harshly. It might disrupt supply chains and punish people and companies most likely to unravel the democratic alliance. Like China, we have vulnerabilities — including our own supply chains — some of which we should urgently address. Finding ways to deflect the blows from China’s response would be the most demanding part of Biden’s diplomatic challenge.
